PCC & NAYA
Home Forward, the Oregon’s largest affordable housing authorities, provides stable and accessible housing for families and individuals across the Portland metro area.
Portland Community College (PCC), the state’s largest post-secondary institution, is dedicated to advancing opportunity and equity for students of all backgrounds. The Native American Youth & Family Center (NAYA) partners with both organizations to provide culturally responsive services and support for Indigenous and underserved communities in North Portland. Together, these partners anchored the campaign at chaku kumtuks haws, an 84-unit affordable housing community co-located with PCC’s Opportunity Center and operated in conjunction with NAYA’s early learning center.
This development served as both the physical and symbolic hub of the outreach campaign, connecting students with housing resources and community support.
The Challenge
Many PCC students face barriers to accessing affordable housing because of fragmented communication channels and a lack of linguistically and culturally responsive outreach. The campaign needed to align multiple partner organizations, simplify messaging, and produce bilingual assets across multiple channels within a tight timeline tied to the housing application window, ensuring clear communication for a diverse student audience.
The Solution
To address these challenges, Birdee Media designed and executed a bilingual outreach campaign built on clarity, accessibility, and community storytelling. The work focused on connecting students to real, tangible housing resources at chaku kumtuks haws and PCC’s Opportunity Center, while honoring the cultural context of the communities served.
Birdee Media developed an accessible landing page that allowed users to translate content into multiple languages, ensuring that information was clear and easy to navigate for all audiences. The team developed targeted social media content to build early awareness, produced on- campus posters and flyers to reach students directly, and designed email newsletter templates to mobilize partner networks.
To bring the story to life, Birdee produced an impact video that centered on real voices, including a resident of chaku kumtuks haws, the Home Forward CEO, and the PCC President. The campaign’s messaging was crafted in plain language and designed with cultural relevance to build trust and increase access.
The Outcome
By integrating bilingual storytelling, cross-channel promotion, and culturally responsive design, Birdee Media helped strengthen trust and engagement between Home Forward, PCC, NAYA, and their student communities.
The campaign expanded visibility of affordable housing resources among PCC students, especially Spanish-speaking audiences. The campaign also delivered a suite of reusable outreach assets including digital, print, and video materials that can support future housing initiatives and continue reaching students beyond the initial application window.
